Anyone who can edit or publish a block. People who only approve steps, read traces or use an internal app are free, however many you add.
One trigger firing one workflow from start to finish is one run, however many blocks it passes through. Retries of a failed block are free.
Your workflows keep running. Extra runs cost $8 per 100,000, and you can set a hard monthly ceiling in billing settings if you prefer a stop.
